Neighborhood Stabilization Program

Neighborhood Stabilization Program in Bicknell, IN

Neighborhood Stabilization Grant

Pace Community Action Agency, Inc. and the City of Bicknell are excited to announce a Neighborhood Stabilization Program (NSP) award from the Indiana Housing and Community Development Authority (IHCDA). The grants are being used in selected communities all across America to battle foreclosed and abandoned properties. $50M was awarded to 21 communities throughout Indiana during the summer of 2009, and we are extremely excited to be a recipient of $1,326,489 of these highly competitive funds. This grant money, alongside other various federal and state grants, will contribute to the development of the Neighborhood Stabilization Program (NSP) in Bicknell.

What does the NSP do?

The Project is using comprehensive neighborhood revitalization strategies and will take place in a neighborhood on the south-west side of Bicknell over the course of the next two years. The neighborhood contains approximately 150 parcels of land with 96 residences. The goal of the Project is to create an economically diverse and stable neighborhood, centered on outside gathering spaces and accessible routes for households of all ages and needs to enjoy. We are approaching this project with the philosophy that each household makes up an important piece of the neighborhood. To these purposes, the Neighborhood Stabilization Project will demolish blighted homes, repair existing structures, build new homes, build new sidewalks, and create new walking trails, all in Bicknell's Crossroads neighborhood, as well as provide Weatherization and advisory services to the neighborhood residents. The new homes will be sold below cost.

What are the benefits of Bicknell's NSP?

  • Improves marketability of Crossroads neighborhood and Bicknell
  • Adds much needed energy-efficient, quality housing to neighborhood
  • Increases property values through neighborhood-wide improvement
  • Educates residents and homebuyers on the realities of owning a home
