What is Early Head Start?
Early Head Start, providing services in Knox, Daviess and Sullivan Counties, is an intensive, comprehensive, flexible child development program that is designed to reinforce and respond to the unique strengths and needs of each individual child and family.
The goal of Early Head Start is to enhance the development of very young children and to promote healthy family functioning.
I don't need the assistance, but how can I help?
Early Head Start, a federally funded program, must provide a local match of 20% of the federal funding. This requirement is met throught cash donations, in-kind gifts, and volunteer time. Contributions are greatly appreciated and can make a difference in your community. Volunteering your time is another way you can help. Other needed donations include educational materials, medical and dental examinations. How does this program help?
Children benefit by:
- Receiving early individualized child development and education services.
- Eating nutritious meals and snacks for toddlers and formula for infants.
- Participating in health and developmental screenings.
- Growing mentally, socially, emotionally, and physically through provided activities.
Parents benefit by:
- Planning and decision making through participation on the Policy Council, parent committees, and other committees.
- Identifying family goals, strengths, necessary services and supports; establishing the roles that the families and staff will play in addressing the goals.
- Taking literacy classes that include interactive activities for parents and children; adult literacy training that leads to self-sufficiency.
Who Qualifies?
Families with children ages birth to three years old and teen parents who have a household income at or below the 100% OMB Poverty Guidelines or children with a documented learning disability.
How do I enroll my child?
The best way to know if your child will qualify is to apply. Contact the Early Head Start, Head Start, or County Office nearest you in Knox, Daviess, or Sullivan County for an appointment.
Items you will need for your appointment include:
- Child`s Birth Certificate

Proof of income for past 12 months including:
- Wages
- TANF
- Social Security
- SSI
- Interest
- Child Support and/or Alimony
- Self-employment
- Cash from odd jobs
You may provide as proof: check stubs, copies of SSI or Social Security checks (bank statements), award letters, employer statements, copy of filed tax records, etc. Copy of lease for subsidized housing tenants.
